National History Day Project
The history of politcal refugees is as old as humanity itself. Whenever there have been wars, riots, ethnic conflicts, or prejudice, there have been people seeking refuge from these terrors in countries other than their homeland. These refugees have always had difficulties being accepted by other states, and many never found a new home. Most states simply did not want to allow these "undesirables" to enter their country.
While Americans may pride themselves on their multiculturalism and diversity, the United States was no exception. Quotas, fines, health exams, and other requirements have kept hundreds of thousands of potential immigrants out since the nation's beginning. The process can take months or years, even if all the criteria are met. Refugees have been unable or unlikely to gain access to the United States for much of history.
After World War II and the Holocaust, a more effective system for political refugees was formed. Despite the numerous improvements, the system is far from perfect.
